She was born as the daughter of the Riga stockbroker Hugo Johann Barclay de Tolly (1850–1929) and Ernestine von Barclay de Tolly, b. Graß (1865–1945), born in Riga. She is related to Michael Andreas Barclay de Tolly , who was the cousin of her great-great-grandfather.

Barclay de Tolly's interest in and knowledge of painting probably had its roots in her childhood and youth. It is not known whether Barclay de Tolly attended an art school; there are few sources on her life. During the First World War , she lived in Tallinn and after the end of the war, "like many Balts, had to leave their homeland." She settled with her parents in Muskau, where she moved into the Villa Bellevue. The father died in Muskau in June 1929. Lucy worked as a freelance painter and was able to make a living from selling her paintings, even if her earnings were low. Their financial situation worsened with the beginning of World War II ; Barclay de Tolly fled briefly with her mother in February 1945 from the embattled city.

Her mother died shortly after returning to Muskau in November 1945 and was buried in the cemetery of the Muskauer Burglehen. Until her death in 1947, Barclay de Tolly lived in "extremely poor conditions" at Schmelzstrasse 34 in Muskau. At her funeral on July 19, 1947, she wore a borrowed mortuary shirt. She was buried in her mother's grave at her express request. The grave has not been preserved. Since 1994 a plaque commemorates Barclay de Tolly on the cemetery chapel of the New Bergfriedhof.

Barclay de Tolly mainly created oil paintings of landscapes in and around Muskau. Her favorite subjects were views of the Muskau Park . Her best-known work is the painting "Am Eichsee", which shows the Eichsee in Muskauer Park and was created around 1935. Depending on the financial situation, your pictures have thick or thin layers of paint.

Barclay de Tolly's oeuvre counts more than 100 paintings. Most of them are privately owned and owned by the Bad Muskau City and Park Museum. In 1991 the City and Park Museum dedicated a special exhibition to the artist.
