Luis Alberto Mendizábal Barrutia

Luis Alberto Mendizábal Barrutia (* 1940 ) is a former administrative lawyer , lawyer and entrepreneur in Guatemala . Mendizábal has been an importer of men's clothing since 1972 and the owner of the Emilio boutique in Zona 10 of Guatemala City .

Life

Luis Mendizábal studied product design at California Polytechnic State University .

At the beginning of June 1980, Mendizábal provided members of a death squad led by Roberto D'Aubuisson Arrieta from El Salvador in Guatemala with police ID cards and established contacts with the Director of the Policía Nacional , Germán Chupina Barahona (* 1920 - February 17, 2008) and Mario Sandoval Alarcón , founder of the Movimiento de Liberación Nacional , MLN and from July 1, 1974 to June 30, 1978, deputy of Kjell Eugenio Laugerud García .

In an interview in connection with Caso Rosenberg , Mendizábal stated that the ARENA was founded in his boutique.

On May 9, 1989, Mendizábal and Mario David García tried with the Oficiales de la Montaña a military coup against Marco Vinicio Cerezo Arévalo .

Mendizábal was a member of the G2 and security advisor to President Álvaro Arzú Irigoyen . Under his government from January 14, 1996 to January 14, 2000, he founded the Oficinita ("small office").

Mendizábal was also an indispensable security advisor for the following three governments in Guatemala. Mendizábal participated in kidnappings and murders as well as in contacts between victims, military structures and judicial institutions. In at least two court judgments, he has managed to cover up the truth, leaving some perpetrators in Guatemala with impunity.

Mendizábal was the right-hand man of General Marco Tulio Espinoza , Minister of Defense in President Arzú's cabinet from June 30, 1999 to January 14, 2000.

Mendizábal was the lawyer for Jose Obdulio Villanueva, who was beheaded on February 12, 2003 in a prison riot in the criminal trial for the extrajudicial execution of Juan José Gerardi Conedera . In this process, Mendizábal developed the hypothesis of a non-state organized criminal gang, the so-called Valle del Sol Gang . To support this thesis, Mendizábal organized a trip from Blanca Lidia Contreras to Guatemala in late summer 1998 so that she could testify as a witness before the public prosecutor.

Under the government of Pollo Ronco from January 14, 2000 to January 14, 2004, Mendizábal became head of the Direccion General de Migracion .

After three members of the Central American Parliament of the ARENA party and their driver were tortured and set on fire on February 18, 2007, Mendizábal was involved in the case. Within two days, suspicious police officers were arrested and murdered in a raid on the prison.

In early June 2009 Gregorio Valdez O'Connell filed a complaint against Mendizábal for faking a crime and failing to report a crime.
