Luis "Papa" Tio , also Louis Tio, (* 1862 in Mexico , † 1927 in New Orleans ) was an American clarinetist and composer of New Orleans jazz .

He was the brother of clarinetist Lorenzo Tio senior and the uncle of Lorenzo Tio junior. According to traditional tradition, he studied clarinet like his brother at the Conservatory in Mexico City and came to New Orleans in 1885 for the Cotton Exposition . The parents were originally from Louisiana. Like his brother, he played in the Excelsior Brass Band in New Orleans and in the Lyre Club Symphony Orchestra. In 1887 he toured across the United States with the Georgia Minstrels. He played in dance bands such as Armand Piron and John Robichaux and with Manuel Manetta , Peter Bocage and Henry Peyton .

Luis Tio mainly played notated music and only turned to jazz around 1910.

Luis Tio was also known as a clarinet teacher in early New Orleans jazz (or ragtime). He also taught his brother Lorenzo.
