Luis Wybo Alfaro

Luis Urbano Alfonso Wybo y Alfaro (born May 13, 1942 in Mexico City ) is a former Mexican ambassador . In 1986 he was deployed to Romania and received an award named after Tudor Vladimirescu .

During his tenure as ambassador to Beijing , Jiang Zemin visited Ernesto Zedillo Ponce de León in Mexico in December 1997 .

In 1999, Luis Wybo Alfaro became a representative of the Mexican government at the Organismo para la Proscripción de las Armas Nucleares en la América Latina y el Caribe ( OPANAL ), a body that monitors compliance with the Treaty of Tlatelolco .
