In 1998 he ran on the list of the Tautas partija (People's Party, TP) in the election for the 7th Saeima for the first time - unsuccessfully - for a parliamentary seat. He also failed in the election for the 8th Saeima in 2002, but won a seat in parliament the following year as a successor . From 2004 to 2006 he was Minister for Regional Development and Local Self-Government in the first cabinet of Aigars Kalvītis . From 2006 to 2010 he was a member of the TP in the 9th Saeima, then, in the 10th Saeima (2010/2011), a member of the electoral alliance Par Labu Latviju! (PLL), which TP 2010 joined. Kučinskis is a member of the small regional party Liepājas partija , which is active in Courland and is controlled by the businessman Uldis Sesks, the long-time mayor of Liepāja. After Prime Minister Laimdota Straujuma resigned in December 2015, President Raimonds Vējonis instructed Kučinskis on January 13, 2016 to form a new government. On February 11, 2016, the Saeima elected him the 13th Prime Minister since Latvia regained independence. On the same day he presented his cabinet .

After he was able to win a mandate in the parliamentary elections in Latvia in 2018 , but his party was no longer involved in the government, he stayed as a member of parliament.
