Manfred Hochmeister
Manfred Hochmeister (born August 22, 1957 in Vienna ) is an Austrian doctor (specialist in pathology , specialist in forensic medicine ) and university professor.
biography
education
Manfred Hochmeister graduated from the University of Vienna in 1981 with a doctorate in medicine. med. univ. from. In 1981 he became an assistant at the Pathological Institute Krems ad Donau and worked from 1981 to 1988 as a university assistant at the Institute for Pathological Anatomy at the University of Vienna. During these years he headed the section room of the General Hospital (Univ. Prof. Dr. JH Holzner) and built up a macropathological photo collection for student teaching. He also held macro- and histopathological courses and published two textbooks for students. In 1987 he received the title of specialist in pathological anatomy. Study visits took him to the Institute for Forensic Medicine in Hamburg and Freiburg im Breisgau.
Professional career
From 1988 Hochmeister was an assistant at the Institute for Forensic Medicine at the University of Basel , Switzerland (Head: Univ.Prof. Dr. Richard Dirnhofer). Between 1988 and 1991 he set up the new department “Forensic DNA Analysis” in Basel. During this time he also took part in training at the Forensic Science and Research Center of the FBI Academy Quantico , USA. He was the first European participant there (Head DNA Unit. Dr. Bruce Budowle). In addition, he had study stays at the Texas College of Osteopathic Medicine, USA, at the Crime Scene Unit New York (crime scene inspections and assessment) and at the Miami Dada Police Training Center with a focus on "Exhumation of Human Remains", "Blood Stain Pattern Analysis", " Fingerprint Workshop "and" Forensic Photography ". From 1991 to 2001 he was senior physician and head of the “Forensic DNA Analysis” department at the Institute for Forensic Medicine at the University of Bern .
In 1995, Hochmeister completed his habilitation with his work on The Practice and Importance of DNA Technology in Forensic Sciences . In 2001 he was appointed professor for forensic medicine at the University of Vienna. Between 2001 and 2004 he set up the DNA central laboratory in Vienna and was in charge of it. In April 2004 the DNA Central Laboratory in Vienna was accredited.
From January 2004, Hochmeister took over the management of the Department of Forensic Medicine. According to his own report, Hochmeister encountered "catastrophic conditions and massive resistance" there. In previous years, the department had been shaken by serious grievances and financial irregularities and was the subject of two audits by the Court of Auditors. After a short time he was removed from his position as head of the organizational unit after an anonymous complaint concerning the administration of an industrial donation. This was maintained even after the suspicion of infidelity had been completely dispelled. A parliamentary question dealt with the matter in 2005.
Hochmeister later focused on digitally recording the preparations in the historical collection of the Institute for Forensic Medicine. A documentation of the collection was written together with Ernst Hausner. Since then, his main fields of activity have been teaching, courses on death investigation for detectives and police students, training for hospitals, courses in securing evidence after sexual offenses and physics courses for public medical officers. He made significant contributions to raising public and institutional awareness of the importance of forensic research and investigative methods. The initial spark for the establishment of a DNA database in Austria was a lecture by Manfred Hochmeister in 1992 at the Austrian Federal Ministry of the Interior.
Scientific functions and activities
Hochmeister transcribed and documented with the zither player Cornelia Mayer Anton Karas ' zither music from the film The Third Man and his other compositions in the book A Zither Melody Conquered the World: The Viennese Heurigen Musician Anton Karas and his Zither.
He is also involved in charity events for the benefit of children, senior citizens and people with special needs in the context of events that prepared scientifically researched topics adapted for children. In addition, there was a scientific (historical and practice-oriented) study of old variety arts in the Viennese variety theater Vindobona and in 2016/2017 the collaboration on the project 250 years Vienna Prater .
Participation in numerous television programs (ORF) about Austrian criminal cases ("Tat-Matters"). Participation in documentaries such as "Jack Unterweger - The Serial Killer"
