Manuel Bernardo Aguirre

Manuel Bernardo Aguirre Samaniego (born August 20, 1908 in Baborigame , Chihuahua state , † April 4, 1999 ibid) was a Mexican engineer and politician of the Partido Revolucionario Institucional (PRI), who was Minister of Agriculture and Food SAF ( Secretarío de Agricultura y Fomento ) in the government of President of Gustavo Díaz Ordaz and his successor Luis Echeverría and 1974-1980 Governor was of the State of Chihuahua.

Life

Mayor, MP and Senator

Aguirre began his political career in the PRI when he became a member of the national steering committee of the party in 1942 as a representative of the National Confederation of People's Organizations CNOP (confederación nacional de organizaciones populares) . He was then from 1943 to 1944 chairman of the steering committee of the PRI in the state of Chihuahua, before he was in local politics as the successor to Alberto de la Peña between January 1947 and December 1949 mayor (Presidente Municipal) of Chihuahua . Subsequently, he was head of the Federal Treasury (Oficina Federal de Hacienda) in Ciudad Juárez for ten years until 1959 .

He was elected to the House of Representatives (Cámara de Diputados) , the lower house of the Congress of the Union (Congreso de la Unión) , during the 45th legislature between 1961 and 1964 , and then a member from 1964 to 1970 during the 46th and 47th legislative periods of the Senate (Senado de México) , the upper house of Congress. At the same time he served as secretary for political actions in the National Executive Committee of the PRI between 1962 and 1964.

Minister and Governor of Chihuahua

As the successor to Juan Gil Preciado , Aguirre was appointed Minister for Agriculture and Food (Secretarío de Agricultura y Fomento) by President Gustavo Díaz Ordaz in 1970. He also held this office in the cabinet of Díaz Ordaz's successor, Luis Echeverría Álvarez, from December 1, 1970 until his resignation on October 4, 1974. His successor was Óscar Brauer Herrera .

In 1973 he was set up by the Partido Revolucionario Institucional (PRI) as a candidate for election to governor of the state of Chihuahua. In the elections of July 7, 1974, he was elected governor with 135,524 votes (96.4 percent). In addition, as a simultaneous candidate for the Partido Auténtico de la Revolución Mexicana (PARM), he received another 757 (0.5 percent), while the registered only opposing candidate Jesús Luján Gutiérrez from the Partido Popular Socialista (PPS) received only 4,165 votes (3 percent) . The Partido Acción Nacional (PAN) had not put up a candidate for the gubernatorial election. After his resignation as minister, he took up this post as the successor to Oscar Flores Sánchez on October 4, 1974 and held it until his replacement by Óscar Ornelas on October 4, 1980.
