The Ministry of Foreign Affairs and the Costa Rican Ministry of Health subsequently developed a concept for the international financing of the project. Foreign Minister Fernando Enrique Naranjo Villalobos (born October 11, 1942 in San José (Costa Rica) ) commented at a press conference that the meeting was the first formal rapprochement between Costa Rica and the Palestinian Authority since it was founded in 1994. When asked whether it was about the establishment of diplomatic relations with the PNA, he explained that this possibility was not considered at this time, but that it was the initiative of José María Figueres Olsen, the peace process in the Middle East, especially the agreements between the State of Israel and Olsen to promote the PNA. He added that it was also a deliberate recognition of the right of Palestinians worldwide.
