Manuel Tomas Amaral de Carvalho (born February 12, 1976 in Uatucarbau , East Timor ) is a politician from East Timor. Carvalho is a member of the Partido Democrático (PD) .

Carvalho was President of Juventude Democrático , the PD's youth organization , from 2001 to 2006 , first Vice-Secretary of the PD from 2006 to 2011 and General Secretary of the CPN PD from 2011 to 2017.

At number 7 on the PD list, Carvalho succeeded in entering the national parliament of East Timor as a member of the parliamentary elections in East Timor in 2017 . From September 2017 he was the substitute delegate of the national group of the national parliament at the parliamentary assembly of the Community of Portuguese- Speaking Countries (CPLP). He was also a member of the Commission for Infrastructure, Transport and Communication (Commission E) and a member of Parliament's Administrative Council. In the 2018 parliamentary elections , Carvalho missed entry into parliament on list position 10.
