Glváč studied at the Faculty of Law at the Comenius University in Bratislava , and then worked as a lawyer in various positions in private companies in Slovakia. In the National Council elections in 2006 , 2010 , 2012 and 2016 , he was a member of the National Council of the Slovak Republic . During the first Fico government, he was State Secretary at the Ministry of Building and Regional Development. He was a member of the second Fico government , which ran from April 2012 to March 2016, as Minister of Defense.

Most recently, Glváč was Vice-President. Since he was accused of having close contacts with the alleged client in the course of the investigation into the murder case Ján Kuciak , he was impeached and resigned from this position on November 7, 2019.
