Masami Kinefuchi
Masami Kinefuchi ( Japanese 杵 渕 正 巳 ) is a Japanese diplomat .
Career
Kinefuchi graduated from the National Academy of Defense in 1981. 1986 followed a master’s degree from the School of Advanced International Studies at Johns Hopkins University .
1983 Kinefuchi joined the Japanese Ministry of Foreign Affairs (MOFA) . In 1988 he became Deputy Director of the Political Planning Department of the MOFA Office for Information, Analysis and Research and in 1991 Deputy Director of the Loan Assistance Department of the MOFA Office for Economic Cooperation. In 1993, Kinefuchi was appointed first assistant director of the Southwest Asia Division of MOFA's Asian Affairs Bureau, in 1995 senior assistant to the assistant foreign minister, and in 1997 first secretary of the Japanese Embassy in Canada . In 1999 he was appointed advisor at the Japanese embassy in Pakistan, 2001 Director of Country Planning Department of MOFA Bureau of Economic Cooperation and 2002 Director of ODA Loan Division Department of the Japanese Bank for International Cooperation (JBIC).
Kinefuchi became Director of Political Development and Administrative Review in the Secretary of State for Foreign Affairs in 2004, Director of the Department of Information and Communication there in 2005 and Minister & DCM in the Japanese Embassy in Australia in 2007 . In 2010 the same position followed at the Japanese Embassy in Egypt, in 2013 the post of Assistant to the Vice Attorney General (Deputy Director General of the Immigration Office) and in 2015 the post of the Japanese Consul General in Nashville (responsible for Arkansas , Kentucky , Louisiana , Mississippi and Tennessee ) . Back in Japan, Kinefuchi became General Manager at the Refugee Aid Headquarters in 2018. On April 7, 2020, Kinefuchi handed over his accreditation as Japanese Ambassador to East Timor to President Francisco Guterres .
