Massimo Roberto Rossini (* 1945 in San Marino ) is a San Marino politician . In 1983 he was one of the two Capitani Reggente (head of state) of San Marino and from 2003 to 2006 Minister of Health.

Rossini studied medicine and surgery in Bologna and specialized in gynecology and obstetrics. From 1976 to 1980 he was a volunteer assistant at the Obstetrics Clinic in Bologna and Director of the Consorzio Socio Sanitario in San Lazzaro di Savena . From 1980 until his retirement in 2010, Rossini worked in the Department of Obstetrics and Gynecology at the San Marino State Hospital (Ospedale di Stato della Repubblica di San Marino) .

Rossini joined the Partito Comunista Italiano (PCI) in 1976 , and in 1984 he became a member of the Partito Comunista Sammarinese (PCS). He held numerous management positions in the PCS and its successor parties PPDS (1990–2001), Partito dei Democratici (PdD) (2001–2005) and Partito dei Socialisti e dei Democratici (from 2005). He was a member of the Consiglio Grande e Generale , the San Marinese parliament, from 1978 to 1993 and again from 1998 to 2008. In the parliamentary elections in 2006 he missed direct entry into parliament, but replaced a minister - whose parliamentary mandate is suspended during her membership in government - in parliament. In 2008 he failed to enter parliament, and he did not stand for election in the 2012 parliamentary elections.

Together with Alberto Reffi , he was Capitano Reggente (head of state of San Marino) from April 1 to October 1, 1983. In the government of Partito Democratico Cristiano Sammarinese (PDCS), Partito Socialista Sammarinese (PSS) and PdD, which was in office from December 2003 to July 2006 , Rossini became Minister of Health (Segretario di Stato per la Sanitàe la Sicurezza Sociale, gli Affari Sociali e le pari Opportunità) . In October 2006 he became chairman of the parliamentary committee of inquiry into the casino affair.
