Mendsaichaniin Enchsaichan ( Mongolian Мэндсаиханийн Энхсаихан ; born June 4, 1955 in Ulaanbaatar ) was the Prime Minister of Mongolia from July 1996 to April 1998.

Life

Early years

Enchsaichan was born in Ulan Bator in 1955 and speaks fluent Russian and English. He studied international economics at the Kiev State University and graduated with a doctorate in economics. From 1978 to 1988 he worked as an economist and deputy head of department in the Foreign Trade Ministry. Then he was director of the market research institute until 1990.

From 1990 to 1992 he held a seat in parliament for the Republican Party for the first time . In 1992 he became chairman of the Academy for Political Education. He was then chairman of the joint campaign commission of the National Democratic and Social Democratic Party for the presidential election on June 6, 1993. From 1993 to 1996 he was chairman of the presidential office.

In July 1996 Enchsaichan became Prime Minister, succeeding Puntsagiin Jasrai . This made him the first prime minister since the 1920s who did not belong to the Mongolian People's Revolutionary Party (MVRP). In 1998 the parliamentary majority of the Democratic and Social Democratic Party forced him to resign because of the slowed reforms and replaced him with the then chairman of the DP Tsachiagiin Elbegdorsch .

Further career

From 1998 to 2003 Enchsaichan was director of the Premier International Co. In January 2003 the Democratic Party elected him as its chairman, but this office was removed from him in 2005. In the same year he ran for the presidential election, but received just under 20% of the vote and thus lost to Nambaryn Enchbajar (MRVP). Since 2004 he has held a seat in parliament again, this time for the DP.

In January 2006 he voted in parliament with the MRVP for the removal of the government of his party colleague Tsachiagiin Elbegdorsch and thus opposed a decision of the party leadership. As a consequence, the party initiated an expulsion process against him. In the new government under Mijeegombyn Enchbold , he became Deputy Prime Minister. Together with the other excluded DP members, he plans to found a new party for democracy and justice .
