List of Prime Ministers of Mongolia
The Prime Minister of Mongolia ( Mongolian Монгол Улсын Ерөнхий Сайд Mongol Ulsyn Jerönchii Said ) is the highest member of the cabinet of Mongolia , and thus head of government .
To the office
The Prime Minister is appointed by the Great State of Chural (Parliament) and can be removed by a vote of no confidence . This is mandatory if either half of the ministers or the prime minister himself resign.
The office of Prime Minister was established in 1912, shortly after Mongolia's first declaration of independence from China , which was not recognized by many countries. At the time of the second (and more effective) declaration of independence in 1921, the executive branch was dominated by the communist Mongolian People's Revolutionary Party (MRVP). Shortly thereafter, the party proclaimed the Mongolian People's Republic and renamed the office chairman of the Council of People's Commissars . From 1946 it was named Chairman of the Council of Ministers . It was not until 1990 that the designation prime minister was reintroduced after the MRVP had gradually given up its supremacy. Regardless of the various names, the current Mongolian government takes the continuity of the office since 1912 as a given and regards all heads of government during this period as prime ministers.
There is some disagreement about the first incumbent. As part of a provisional government, a lama named Tseren (or Tserentschimed) had already declared himself prime minister before the first declaration of independence. The Mongolian government sees the formally appointed Tögs-Otschiryn Namnansüren as the first incumbent.
Another controversy revolves around Tsengeltiin Djigjiddschaw , who is said to have only been executive prime minister. The Mongolian government regards him as a formal incumbent.
