The Prime Minister is re-elected every five years by the Supreme Rulers' Council , the Federal Supreme Council , whose members are the incumbent emirs of the seven emirates of Abu Dhabi , Ajman , Dubai , Fujairah , Ra's al-Khaimah , Sharjah and Umm al-Qaiwain .
