Rinschinnjamyn Amardschargal ( Mongolian Ринчиннямын Амаржаргал ; born February 2, 1961 ) is a Mongolian politician. He was Prime Minister of Mongolia from July 30, 1999 to July 26, 2000.

Life

academic career

Amardschargal was born in Ulaanbaatar in 1961 . In addition to Mongolian , he speaks fluent Russian and English . He attended the Plekhanov Institute for Economics in Moscow , where he obtained a degree in financial economics in 1982. From 1981 to 1982 he also attended the evening school for Marxism-Leninism.

Amardschargal then worked in the Mongolian People's Republic until 1983 at the Central Council of Trade Unions . From 1983 to 1990 he taught at the Military Institute and from 1990 to 1991 at the Technical University in Ulan Bator. From 1991 to 1996 he was director of the University of Economics. In 1994 Amardschargal began a one-year postgraduate course in the economics of the market economy at the University of Bradford, which he completed in 1995 with a Master of Science in Macroeconomic Policy and Planning . During a state visit in March 2000, he was then awarded an honorary doctorate by this university . He also holds an honorary doctorate from the management academy and an honorary professor at the military academy in Ulan Bator.

In 2003, Amardschargal worked as visiting professor at the Institute for Economic Research at Hitotubashi University in Japan.

Political career

Amardjargal was involved in the democratization movement in Mongolia from the very beginning. He was a founding member of the New Progress Union and the National Progress Party . He also helped to unite this with some other parties to form the National Democratic Party (MNDP, Mongol Ündäsnii Ardqilsan Nam). For this he was elected to the Great State Chural (Parliament) in 1996 .

In April 1998, Amardjargal became foreign minister under Tsachiagiin Elbegdorsch . In September of the same year, following an agreement between the government coalition and the president, he almost became prime minister, but failed in a narrow vote in parliament. He then held his office as foreign minister until December, when Elbegdorj had to resign.

In 1999 he became chairman of the MNDP. On July 30 of the same year, Amardjargal became prime minister after all. His term of office lasted almost a year until July 26, 2000, when the Democratic Party was defeated in the general election. Due to a clause in the Mongolian constitution that was still in force at the time, he had to resign from parliament to take up his government duties. Also in 2000, the MNDP and the Social Democratic Party (MSDP) merged to form the Democratic Party .

Amardschargal has held a seat in the national parliament again since 2004.

Amarjargal Foundation

In 2001, Amarjargal established the Amarjargal Foundation . It is a non-governmental organization that promotes a transparent and open society and conducts studies in the areas of social affairs, economics, politics and law. It also arranges foreign aid and investments.
