Michael Kilian (lawyer)

Michael Kilian (born February 13, 1949 in Geislingen an der Steige ) is a German legal scholar and former state constitutional judge .

Kilian was private secretary to the President of the EC Commission Walter Hallstein until 1982 .

Kilian received his PhD in 1985 with Thomas Oppermann and Wolfgang Graf Vitzthum with a thesis on the subject of "Environmental Protection through International Organizations" iur. obtained his doctorate and habilitation in 1990 in public finance law on the subject of “federal auxiliary budgets” with Thomas Oppermann and Ferdinand Kirchhof at the University of Tübingen . In 1990 he became a full professor at Heidelberg University . Since 1992 Kilian has taught at the Martin Luther University in Halle-Wittenberg , where he held the chair for public law , international and European law, financial and environmental law. In 2014 he retired. From 1993 to 2000 Kilian was a judge at the State Constitutional Court of Saxony-Anhalt . Since 2015 he has been working as a lawyer of counsel at the law firm Petersen Hardraht Pruggmeyer in Leipzig and Dresden.

Kilian is co-editor of the foundation journal and was a member of the board of the Leucorea Foundation in Wittenberg from 2003 to 2007 . In addition to topics from his legal specialty, he also publishes on the politics and law of the state of Saxony-Anhalt and the references in his subject to literature, aesthetics and history. He himself writes that he is trying "hard enough to draw the state public's attention to the art and cultural treasures" that are "slumbering" in Saxony-Anhalt.

In September 2019 he was one of about 100 constitutional law teachers who, with the open appeal for the right to vote, Downsized the Bundestag! turned to the German Bundestag .
