biography

Member of the Argentine General Staff

In January 1972 Cavallo became a midshipman in the high command of the Argentine Navy .

In 1976, at the beginning of the military dictatorship, Cavallo was dressed civilly and wore long hair, which is why he was also known as Serpico because of the supposed similarities to the film character played by Al Pacino in 1973 . He studied Ciencias Exactas ( graduate canteen ). In 1978 he continued his studies in human medicine with the Navy . During the military dictatorship, the Escuela Superior de Mecánica de la Armada (ESMA) (Naval Mechanics School) was a detention and torture center. Cavallo was a member of the emergency force GT 3.32 at ESMA . In this context, he was accused of kidnapping, torture, enforced disappearance of prisoners and "referring" infants born in prison to financially strong people. One of his new applications for a passport in late 1978 was for a trip to France - it is therefore assumed that Cavallo belonged to the Tetricus I "Centro Piloto" command , which kidnapped and murdered the Argentine diplomat Elena Holmberg in Paris during this period . In 1981 he returned to ESMA . In 1986, in democratic Argentina, he applied for and received a passport to travel to the United States. At that time he was employed in the general staff and presented a letter of recommendation to the Argentine federal authorities from Juan Carlos Anchezar, who was Hugo Anzorreguy's deputy in the Argentine Ministry of News, Secretaría de Inteligencia del Estado (SIDE). In 1987 Cavallo was corvette captain and continued to serve on the Navy General Staff.

Entrepreneurs in Mexico

By forging documents, the Argentine military appropriated some of the assets of the people they themselves murdered. The prey of these expropriations that at least 70 million US dollars is estimated was part of the state terrorism of the military. This fortune formed the basis for companies in which the former torturers operate as owners and managers, including Cavallo.

Cavallo initially focused its entrepreneurship on Central America and, from 1999, on Mexico . Even though he was already a civilian in 1990, he lived and worked in Comodoro Py 2055 , the seat of the General Staff of the Navy.

Cavallo stayed in the security services department. He offered the operation of data registers, which actually belonged to the sovereignty of the states. This included the passport and registration system, electoral register and motor vehicle register. As part of the liberalization under Ernesto Zedillo Ponce de León , Cavallo's company TALSUD succeeded in obtaining the concession for the establishment and operation of a Mexican central vehicle register Registro Nacional de Vehículos . Siemens was a competitor for this contract . The RENAVE Act was passed by the Mexican Parliament on June 3, 1998 and was in force from June 15, 1998 to December 31, 2000.

arrest

In 2000 Ricardo Miguel Cavallo was arrested in Cancun , Mexico . The Mexican authorities alleged fraud, embezzlement and the illegal sale of vehicles. In the course of the investigation, Cavallo's previous life as Lieutenant Miguel Ángel Cavallo alias “Serpico” in Argentina was revealed and that he was accused of numerous crimes such as genocide , torture and terrorism during the Argentine military dictatorship in the 1970s. A Mexican court ruled on an extradition request made by the Spanish Audiencia Nacional. The uncovering of the Cavallo case raised doubts about the liberalization of the security system in Mexico, since the concession of the motor vehicle central register in private legal form had contributed to Cavallo's hiding.

Extradition to Spain

Cavallo was handed over to the Spanish authorities by the Mexican authorities in June 2003. In Spain, the Audiencia Nacional did not want to indict him in December 2006 because it saw the legal system in Argentina solidified and encouraged the Argentine public prosecutor to file an extradition request. In February 2008, a court approved an extradition request from Argentina.

Legal proceedings in Argentina from 2008

On March 31, 2008 Cavallo was extradited from the Spanish to the Argentine authorities. Relatives of Spanish victims of the Argentine dictatorship had tried to the last to prevent the extradition because they feared the process in Argentina would be delayed. In April 2008, Cavallo was questioned in a court case in Argentina. In October 2011 he was sentenced to life imprisonment.
