The Ministry of National Education ( Turkish Millî Eğitim Bakanlığı ) is a ministry of the Government of the Republic of Turkey . The Ministry regulates the affairs of public and private schools from pre-school education to high schools . At the level of the 81 provinces and 957 counties of Turkey there are directorates for national education, which are subordinate to both the governors or district administrators and the ministry.

history

With the opening of the Grand National Assembly of Turkey on April 23, 1920, the establishment of a Ministry of Education was decided on May 2, 1920. It was one of 11 ministries. The ministry had 21 employees in four departments: elementary school, middle school, culture and statistics.

In 1923 the Ottoman Empire's Ministry of Education in Istanbul was closed and the Ministry in Ankara expanded. It had 11 departments. With the law 2287 from the year 1933 a reorganization took place. In the course of time the name of the ministry changed (with or without the addition "national") and there were also times when it was part of other ministries: from December 28, 1935 - September 21, 1941 it was the Ministry of Education and Culture From 1983 to 1989 it was the Ministry of National Education, Youth and Sport.

Building the Ministry

The ministry was reorganized by the ordinance with the force of law (tr. Kanun Hükmünde Kararname ) No. 190 (published in Official Gazette 28054 of September 14, 2011). With Article 44, the previously existing Law 3797 of April 30, 1992 was repealed. After that, the services were no longer divided into main and auxiliary services. Some provincial directorates for national education have been merged, and in some places, senior directorates for national education have been created. The existing directorates for preschool and elementary school at the head office were merged into one directorate for basic education. Among the various directorates (for special affairs) there is also a directorate for the European Union and foreign relations (tr: Avrupa Birliği ve Dış İlişkiler Genel Müdürlüğü ).

There are three main departments in the ministry: central organization, local organization (called " taşra " = in the country) and the foreign organization. There is a minister (since July 10, 2018 Ziya Selçuk ), four deputy ministers, a state secretary and five deputy state secretaries, each responsible for certain areas. All powers (recruitment, transfers, appointments, issuing regulations, developing programs, etc.) rest with the ministry. The most important committee is the one for education and instruction (tr: Talim Terbiye Kurulu ). It consists of a chairman and ten members. The chairman is appointed for a term of four years. He advises the minister on all questions relating to the curriculum.

In the directorates for national education at the provincial level there are the departments “control”, “learning materials”, “advice and research”. This directorate is also responsible for the county-level directorates. The directorates for national education at the county level are responsible for teaching in the county seat and the associated villages. The directors report to the District Administrator and the Director of National Education at the provincial level. School administrations usually consist of the headmaster and the teaching staff of the school.

In 2011, the Ministry's central administration employed around 4,000 people. At the time, the ministry reported to 700,000 teachers and 80,000 employees. In response to a parliamentary question from the MP of the Republican People's Party (CHP) for Denizli Province , Ali Rıza Ertemür, to then Minister Nimet Çubukçu , she said that a total of 635,215 people were employed by the ministry in 2002 and that this number had increased to 752,207 by 2010.
