The Ministerial Council of the Democratic People's Republic of Korea takes loudly Constitution the function of the government one in the country.

It is chaired by the Chairman of the Council of Ministers . This is Kim Chae-ryong ( PdAK ) since April 11, 2019 . The chairman of the Council of Ministers is elected by the Supreme People's Assembly ( Parliament ) and appoints the ministers.

In fact, all central issues in the country are decided by the DPRK State Affairs Committee , whose chairman ( Kim Jong-un ) has been the highest man in the state since the Sŏn'gun policy came into force . The Defense Minister is not part of the Council of Ministers, but reports directly to the Committee.
