The Moro Province was a province of the Philippines , the 1903 to 1913 a large part of the southern island of Mindanao and the southwestern Sulu Archipelago Uncollected.

History and political structure

The province was established on June 1, 1903 by Act No. Founded in 787 and included all areas south of the 8th parallel with the exception of the island of Palawan and the eastern part of the Zamboanga peninsula . The province was run by a civil government with a subdivided civil administration. The district governor and his MPs were installed by members of the American military. The governor of the province headed the ministry of Mindanao - Jolo . This structure, as a combination of civil and military administration, had various reasons. One was the general hostility of the Moros ethnic group , another was the army's experience of the Indian wars. A third reason was the lack of respect the Moros would show for purely military leadership.

In addition to the executive branch under the governor, the province also had a legislative branch: the Moro Council. This council, appointed by the governor himself, included the positions of prosecutor, secretary, treasurer, headmaster and technician.

In addition, the governor installed all the other members of the council, all of whom held their positions permanently. A structure that provided a more stable basis for legislation than that of a governor whose bids could be suspended again by a successor.

The province was divided into five districts: Cotabato , Davao , Lanao , Sulu and Zamboanga . These districts were in turn subdivided into electoral districts according to ethnic groups, which were filled with superordinate Datus in the positions of district boards and subordinate Datus in the function of MPs, judges and sheriffs.
