Mukhtar Qul Abraruly-Muhammed ( Kazakh Мұхтар Абрарұлы Құл-Мұхаммед , Russian Мухтар Абрарулы / Абрарович Кул-Мухаммед Muchtar Abraruly / Abrarowitsch Kul-Muhammed ; * 12. December 1960 in Tacheng , Xinjiang , China ) is a Kazakh statesman and politician . The studied historian is a doctor of law, professor of law and first deputy chairman of the Nur Otan party .

Life

Muchtar Qul-Muchammed was born in the city of Tacheng in the People's Republic of China. In 1961 he and his family moved to their original homeland, Kazakhstan, where they settled in the village of Makanchi in the Semipalatinsk area in eastern Kazakhstan .

In 1982 he graduated from Al-Farabi University in Almaty . From 1983 to 1992 he was the main scientific editor and deputy editor-in-chief of the Philosophy of Law and Sociology sections of the Kazakh Soviet Encyclopedia in Almaty. From 1992 to 1999 he was the director of the Atamura small business , the chairman of the Atamura joint-stock company and the president of the Atamura company in Almaty. From 1994 to 1999 Muchtar Qul-Muchammed worked part-time at Al-Farabi University.

In 1995 he received his doctorate with a thesis on The Problems of the Social and Political History of Kazakhstan in the 18th Century and the Early 19th Century (based on materials from the Russian pre-revolutionary encyclopedia). In 1999 he completed his habilitation with a legal paper on the subject of Shaqyp Aqbayev and the evolution of the political legal conceptions of the personalities of Alash (late 19th century - early 20th century) . On May 31, 2001, he was awarded the title of Professor of Law .

From 1999 to 2001 he was a member of the Senate of the Parliament of the Republic of Kazakhstan, Secretary of the Committee of the Senate for Legislation and Judicial Reform and Chairman of the Committee of the Senate for Socio-Cultural Development of the Kazakh capital Astana (since 2019 Nur -Sultan) .

From 2001 to 2003 he was Minister of Culture and Information of the Republic of Kazakhstan. From 2003 to 2006 he was press spokesman and advisor to the Kazakh President Nursultan Nazarbayev , and from 2006 to 2007 he was deputy head of the presidential administration. From 2007 to 2008 he was Akim (governor) of the Kyzylorda region .

On a part-time basis, Muchtar Qul-Muchammed was appointed special representative of the President of the Republic of Kazakhstan at the Baikonur complex in March 2008 .

From 2008 to 2010 he was Minister of Culture and Information of the Republic of Kazakhstan and from 2010 to 2012 Minister of Culture of the Republic of Kazakhstan. From 2012 to 2013 he held the post of State Secretary of the Republic of Kazakhstan. Subsequently he was Minister for Culture and Information of the Republic of Kazakhstan until 2014. From 2014 to 2016 he was an advisor to the President of the Republic of Kazakhstan. In 2015 he headed the Republican Public Staff (RÖS) in support of Nursultan Nazarbayev's candidacy for the presidential election.

Muchtar Qul-Muchammed has been the first deputy chairman of the Nur Otan party since May 6, 2016 .
