Óscar Nicanor Duarte Frutos [ nikaˈnor ˈdu̯arte ˈfrutos ] (born October 11, 1956 in Coronel Oviedo ) is a Paraguayan politician and lawyer. He was President of Paraguay from August 15, 2003 to August 15, 2008.

Life

Duarte became a member of the Colorado Party on July 28, 1971, at the age of 14 . He studied law at the Universidad Católica Nuestra Señora de la Asunción until 1984 and philosophy at the Universidad Nacional de Asunción until 1989 . This was followed in 1992 by postgraduate studies in political science at the Universidad Nacional and at the Hanns Seidel Foundation .

Originally a lawyer and professor of sociology and ethics, he worked as a columnist and journalist for the daily Ultima Hora from 1980 to 1991 and was Minister of Education under the governments of Juan Carlos Wasmosy and Luis Ángel González Macchi .

Duarte Frutos was the incumbent president of the Republic of Paraguay from August 15, 2003 to August 15, 2008 after his party, the Colorados , won the presidential elections again on April 27, 2003. He opened the conservative Colorado Party somewhat to the center-left and operated a rocking policy between the left-ruled states of South America and the USA . Fidel Castro was among the guests at his inauguration - the Cuban President's first visit to Paraguay.

During his tenure, which ended on August 15, 2008, Duarte was able to achieve only moderate successes in overcoming the severe economic crisis, such as an increase in GDP, a reduction in national debt and overcoming the chronic budget deficit. However, since this development did not directly result in an improvement in the living situation of other parts of the population, Duarte lost approval during his term of office, with a lack of jobs, the area of ​​internal security and corruption being major points of criticism.

In 2007 Paraguay took part under his government in founding the " Bank of the South ", which is supposed to represent an alternative to the World Bank.

He is married to María Gloria Penayo and has six children.
