Norbert Liebermann (born November 28, 1881 in Drohobytsch ( Galicia ), † January 7, 1959 ) was an Austrian insurance specialist and general director of Wiener Städtische Versicherungsanstalt .

Norbert Liebermann made a rapid career in the insurance industry, becoming an authorized signatory at the age of 23. He was a co-founder of the Insurance Workers Union. In 1922, the Vienna City Councilor for Finance Hugo Breitner commissioned him to reorganize the former Emperor Franz Joseph Pension Insurance Fund. Liebermann managed to turn it into one of the largest Austrian insurance companies, the Städtische Versicherungsanstalt. In 1934 he retired and in 1938 after the “Anschluss” he was arrested by the Gestapo and imprisoned in Dachau. However, he was able to emigrate later. In 1947 he returned to Vienna from the USA, where he took over the management of Wiener Städtische Versicherungsanstalt.

Norbert Liebermann initiated the construction of the ring tower . He was also the second president of the Hugo Breitner Society for the Promotion of Young Artists.

He is buried in the Grinzing cemetery in Vienna.
