Norberto José Maria Espírito Santo is a politician from East Timor . He is a member of FRETILIN .

Espirito Santo ran in the 2001 elections at number 50 on the FRETILIN list for the Constituent Assembly, which became the National Parliament of East Timor when it became independent on May 20, 2002 . Since FRETILIN won 12 district mandates and only 55 seats in total, Espirito Santo did not succeed in moving in at first. Only when MPs resigned their seats because they took over government offices or for other reasons, Espirito Santo moved up as the third substitute MP in the Constituent Assembly.

In 2005, Espirito Santo caused a scandal when PSD MP João Mendes Gonçalves accused him of using a government vehicle with which Espirito Santo is said to have driven to a funeral in Baucau . Espirito Santo is said to have hit a table furiously and threw a chair at Gonçalves. After that, Espírito Santo was led out of parliament. It was the first case of an outbreak of physical violence between MPs in the East Timorese Parliament. Vice-President Jacob Fernandes (FRETILIN) said that such allegations should be examined before they are brought and that Espírito Santo's reaction to them is normal.

In the parliamentary elections in East Timor 2007 Espirito Santo did not run.

Espírito Santo is a member of the Conselho dos Combatentes da Libertação Nacional (CCLN).
