OSCE Representative on Freedom of the Media

The OSCE Representative on Freedom of the Media ( English Representative on Freedom of the Media , RFOM ) is one of three independent institutions of the Organization for Security and Cooperation in Europe (OSCE) and monitoring the situation of media freedom in all 57 OSCE participating States. The Media Representative performs an early warning function in the event of violations of the freedom of the press and the media and supports the implementation of the OSCE principles in this area.

The office was established with the adoption of the mandate at the meeting of the OSCE Permanent Council (Decision No. 193) on November 5, 1997 with its seat in Vienna . As an institution, the Media Representative is independent from the OSCE General Secretariat and, like the High Commissioner for National Minorities and the Office for Democratic Institutions and Human Rights, reports to the Chairman-in-Office.

The Media Representative is appointed by the OSCE Council of Ministers for a period of three years (with the option of extending the term of office once). The current commissioner is Harlem Désir .
