Harlem Jean-Philippe Désir (born November 29, 1959 in Paris ) is a French politician of the Parti socialiste (PS) and since 2017 OSCE Representative for Freedom of the Media . He is a former State Secretary for European Affairs in the French Foreign Ministry and was party chairman (French Premier Secrétaire ) of the PS from 2012 to 2014 .

Désir is the son of a Martiniquan and an Alsatian . He studied philosophy at the Université Paris 1 Panthéon-Sorbonne and founded the SOS Racisme association , of which he was president until 1992. Before his election to the European Parliament , he also worked as a radio journalist and in the publishing industry. He was also the editor of a monthly newspaper and coordinator of a network of European organizations represented in seven countries that provide housing for young people.

From 1989 to 1994 and from 1997 to 1999 he was a member of the Council for Social Affairs and Economy. In 1997, Harlem Désir also stood as a candidate for local elections in Aulnay-sous-Bois . He has been a councilor in Aulnay-sous-Bois since 2001 .

Harlem Désir was first elected to the European Parliament in June 1999 and re-elected in 2004 and 2009. Between 2004 and 2009 he was Vice-President of the Social Democratic Group in the European Parliament and is currently a member of the Commission for International Trade. From 2009 to April 2014, Harlem Désir was a member of the EU Parliament's Committee on International Trade and the Delegation for Relations with India . He was a deputy in the Committee on Foreign Affairs and in the Delegation to the Cariforum-EU Parliamentary Committee and the Delegation for relations with Japan . In April 2014, he left the European Parliament. The politician Christine Revault d'Allonnes Bonnefoy moved up for him .

Harlem Désir was considered "number two" in the party hierarchy of the Parti Socialiste . He was the national secretary for coordination and from June 30, 2011 to October 16, 2011, acting party chairman ( premier secrétaire délégué ), when the elected party chairman Martine Aubry suspended her office because of her participation in the open primaries of the PS.

Harlem Désir deals with global governance . He is a member of the World Parliamentary Forum , which was established during the World Social Forum in Porto Alegre and Mumbai .

On September 12, 2012, Harlem Désir was proposed as chairman of the party by the outgoing chairman of the PS, Martine Aubry and Prime Minister Jean-Marc Ayrault . The choice of Desir was considered certain, as the proposal was supported by almost all leaders of the Parti Socialiste. On October 18, 2012, Harlem Désir was elected chairman in a primary election. He received 72.5 percent of the vote, his opponent Emmanuel Maurel 27.5 percent.

Désir was appointed State Secretary for European Affairs in the French Foreign Ministry on April 9, 2014 as part of the formation of the new government following the French local elections. On the same day he announced his resignation as first secretary of the PS. On April 15, he left office with the election of his successor Jean-Christophe Cambadélis .
