Emergency shelters are makeshift accommodations . The term is used for both homeless shelters and shelter in the event of a disaster .

Emergency shelters are transitional living spaces that are supported and operated by municipalities and / or aid organizations . The Diakonisches Werk , which donates food and pays for the costs, also plays an important role in financing the accommodation . There are no rental contracts and associated rights. Unannounced control of the leased rooms and the accommodation of several people in one room are common. The differences between the emergency shelters are big, however, there are also accommodations with single and couple rooms, as well as care and counseling offers from social work , psychotherapy and medicine .

Emergency shelters are mostly designed for temporary, but also longer-term accommodation if necessary; this is where they differ from emergency shelters where short-term use is the rule.

Emergency shelters in the event of a disaster

In Germany, emergency shelters are set up and operated by the care service for the population who have become homeless as a result of a disaster . The accommodations are differentiated based on the deployment phase:

Emergency aid: reception center

A reception center will be set up as close as possible to the damaged area, but in a safe place. It enables temporary accommodation for as large a number of those affected as possible. There, only the simplest supply is guaranteed under spartan conditions. Therefore, those affected are transported on within 24 hours. A reception camp can also be operated over a longer period of time if the individual concerned remains there for a short period of time.

Transitional aid: transit camp

A transit camp is a first approximation of normal conditions. There is more living space per person affected and attention is paid to family accommodation. There is a regular supply of food and everyday items. The residents often stay longer in a transit camp, which is why it must be in a safe location.

Reconstruction aid: accommodation adapted to normal conditions

Accommodation during the reconstruction phase corresponds to normal living conditions. The residents take care of themselves again. These accommodations are no longer operated by civil protection , but by the municipalities.

Emergency solutions in extreme weather conditions

If the weather conditions are very bad for the homeless, they can also find shelter in underground stations by order of the city council of the city concerned. For example, if it is too cold at night, it is possible to open such stations so that people without a permanent residence can stay there.
