New York City Emergency Management (NYCEM) is the civil protection and civil protection agency for the city of New York City .
It was established in 1996 as the New York City Office of Emergency Management (OEM) and was part of the administration of Lord Mayor Rudolph Giuliani . In 2001, due to a referendum, it became an independent authority with an additional commissioner at the head of an alderman who reports directly to the mayor. Under Giuliani's successor Michael Bloomberg , a reorganization took place in 2006 with the subordination to the deputy mayor for administration .
The authority is responsible for monitoring and drawing up the deployment plans for various disaster scenarios . She is responsible for the operation of the emergency operations management during exercises and in an emergency with the City's Emergency Operations Center (EOC). This is to ensure the cooperation of all federal, state and city authorities as well as the auxiliary services (including private ones).
Responsibilities in the event of major incidents are regulated as follows: The municipal fire brigade has its own top management, as does the municipal police . NYCEM will coordinate the authorities and emergency services. When this becomes necessary and in what form is determined internally.
