Olaf Schade (born May 2, 1968 in Bochum ) is a German local politician ( SPD ). The social democrat has been the full-time district administrator of the Ennepe-Ruhr district since October 2015 .

education

After passing high school, Olaf Schade did his community service and then studied law at the Ruhr University in Bochum from 1989 to 1997 . In 1997 he completed his studies with the second state examination in law.

Professional background

After completing his studies, Olaf Schade initially worked as a research assistant for various members of parliament. He then worked as a consultant at the state commissioner for data protection in Düsseldorf and for two years as a department head at the Cologne district government. From 2003 Schade worked for the SPD state parliamentary group in North Rhine-Westphalia. In 2010 he moved to the administration of the state parliament of North Rhine-Westphalia, became head of division for parliamentary law and Europe and from 2012 to 2015 headed the presidential office of the state parliament president Carina Gödecke .

As a legal employee of the state parliament administration, Schade was instrumental in the dissolution of the red-green minority government of Prime Minister Hannelore Kraft in 2012 . In his note on the second reading of the NRW budget draft, Schade came to the conclusion that the state budget is considered to be rejected if even an individual budget is rejected by the parliamentary groups in the second reading. It was already apparent in advance that not all parliamentary groups would support the draft budget.

As a result, Section 03 (Ministry of the Interior and Municipalities) of the budget presented was rejected on March 14, 2012 by the opposition parties. According to Schade's note, the budget was thus rejected overall - a view that is controversial among lawyers. The state parliament dissolved on the same day and the state elections in North Rhine-Westphalia in 2012 took place as an early election on May 13, 2012.

Initially, Olaf Schade was a member of the Bündnis 90 / Die Grünen party . A few years later, in the course of the closure of the Henrichshütte in Hattingen, he moved to the Jusos to work for a social solution for the former hut employees in the area. As a member of the SPD, Schade has been a member of the district council of the Ennepe-Ruhr district since 1994. In October 2015 he was elected district administrator of the Ennepe-Ruhr district. He is standing for re-election in September 2020.

Private

Olaf Schade lives in Hattingen. He is married and has one adult son.
