Onof Hangege trade union bond Lëtzebuerg
The Onofhangege trade union bond Lëtzebuerg (German: Independent Trade Union Federation Luxembourg), "OGBL" or "OGB-L", is an independent trade union that is open to all employees and pensioners in Luxembourg and is based in Esch / Alzette .
According to the statute, the OGBL is independent:
“ The OGBL is neither tied to a religion nor to a worldview. It is politically independent and thus affects neither the political nor the ideological freedom of the individual. In terms of party political independence, the mandate as a member of the executive board of the OGBL is incompatible with a national or European parliamentary mandate, as well as a mayor or aldermen's position. OGBL members are not allowed to carry out party-political propaganda with OGBL funds and funds in political elections. Political independence is not to be equated with political abstinence. "
Even if Luxembourg has not yet ratified the two main conventions of the International Labor Organization (ILO) on social dialogue , this is already anchored and institutionalized in various ways in Luxembourg law. These are Convention No. 144 on Tripartite Consultation on International Labor Standards (1976) and Convention No. 154 on Collective Bargaining (1981).
The OGBL is a member of the International Trade Union Confederation (ITUC) and the European Trade Union Confederation (ETUC). In the membership list of the IGB, membership is given as 78,176 (as of November 2017).
The OGBL has its roots in the various miners, ironworkers and metalworkers' associations of the past century as well as in its predecessor organization, the LAV, which emerged from these in 1944.
On August 7, 1930, eighty professional drivers founded the Association Professionelle et de Secours Mutuels des Conducteurs d'Automobiles du Grand-Duché de Luxembourg , or "ACAL" for short. This organization had over a thousand members at the outbreak of World War II. From 1955 it was affiliated with the regional association until a cooperation with the OGBL was agreed on June 26, 2002. The ACAL is based in Bartringen / Helfenterbrück today. With over 2,600 members, it has four full-time secretaries.
Organizational structure and program
The organizational principles of the OGBL are democratic. At the workplace, OGBL members can work in the relevant company sections, which are divided into 15 professional syndicates to which the members belong according to their profession. There are also 8 departments in order to perceive special group interests on an inter-company level. Each member belongs to a local section at their place of residence. 71 local sections are divided into 6 regional associations.
The highest body of the OGBL is the National Congress, which is convened every five years. The National Board, which is determined by the National Congress, is the highest decision-making body of the OGBL. Within this body there is an Executive Board and an Executive Board, which are responsible to the National Board. The monitoring committee, whose members are elected by Congress, is responsible for monitoring these bodies.
At the 6th Ordinary Trade Union Congress in 2009, Jean-Claude Reding was elected President by a large majority. André Roeltgen became Secretary General . Roeltgen was elected President on December 5, 2014.
In his speech, Reding referred to the outstanding result for the OGBL in the last social elections for the social security bodies and the Chambre des Salariés and the demonstration of May 16, 2009. It will be at the Tripartite , which is to take place in early 2010 "Don't give social peace for free". The approval of the change in the index system for wages and salaries ("index manipulation") was given by the OGBL National Board in 2006 with only 61% of the votes.
After Alain Kinn moved to Chambre des Salariés , he succeeded Raymond Kapuscinsky as negotiating secretary for the steel industry and affiliated areas, since 1993 employee representative, since 2000 president of the employee representatives, from 2008 president of the central committee of ArcelorMittal . A great success was the Lux2011 agreement, which prevents downsizing and wage cuts in the Luxembourg plants until 2011. Jean-Claude Bernardini has been negotiating secretary for the steel industry since 2011.
The Informatiouns- a Berodungsservice vum OGBL Asbl was founded on November 3, 2005 to advise members on labor law , social law and tenancy law . One year after it was founded, it has recorded 20,000 telephone contacts, 7,000 written reactions and 13,000 personal consultations during the continuous consultation hours. 2,976 files for further processing were created. Branch offices have also been set up in neighboring countries for cross-border commuters. Special meetings are held across borders to advise cross-border commuters on tax issues.
The OGBL is the publisher of the multilingual members' magazine “Aktuell”.
