From 1907 to 1915 he first attended elementary school in his home parish before continuing his training at the Feldkirch teacher training college from 1915 to 1919 , where he also passed his Matura in 1919 . Schobel started his professional life from 1919 as a primary school teacher in the communities of Bartholomäberg , Dünserberg and Dalaas , where he also worked as a teacher at the agricultural training schools in Bartholomäberg and Dalaas. In 1921, after a two-year apprenticeship, he was awarded the teaching qualification for elementary schools. From 1927 Oswald Schobel taught as a secondary school teacher in the district capital Bludenz, where he also worked as a teacher at the commercial vocational school until 1946 . To this end, he was awarded the certificate of teaching qualification for community schools (Hauptschulen) in the subjects of natural history, mathematics and education in 1928. On July 17, 1928, he married Ida Vonbank, with whom he subsequently had four children.

In 1946, Oswald Schobel, who was a member of the Workers 'and Employees' Association of the ÖVP, was elected a member of the city council of Bludenz . In the same year, on October 31, Schobel became director of the Bludenz vocational school. In 1948 he became a member of the Vorarlberg state vocational school council, and two years later a member of the state school council. On November 1, 1952, Schobel was promoted again and became inspector at the Bludenz vocational school, which he remained until his retirement on December 31, 1966.

On October 29, 1954 - twelve days after the state elections on October 17 - Oswald Schobel was sworn in both as a member of the Vorarlberg state parliament and as a regional councilor in the Vorarlberg state government . Initially, as regional councilor, he was responsible for school and culture, and in his second term from 1959 also for church affairs. During his first term of office as regional councilor he was represented in the state parliament as well as in the state government, but this changed when he took up his second term on November 18, 1959, when he resigned from his state parliament mandate. He remained in the state government until the subsequent government was sworn in on October 28, 1964, when the new state governor Herbert Keßler took over the departments previously headed by Schobel himself.
