biography

Brouwer worked as an employed and then self-employed businessman as well as a traveling salesman in Bremen. From 1939 to 1945 he was a military police officer in World War II .

Politics
Brouwer was a member of the NSDAP from August 1931 to 1939 . According to consistent statements by witnesses, he is said to have had arguments with the SS Security Service (SD) in southern France in 1943/44 because of attacks by the SD on the civilian population. He is said to have helped people in hiding who later testified as witnesses for him. He was denazified as unaffected in 1948 .

After the Second World War, he first joined the German party . Through their merger with the GB / BHE he came to the merger of the All-German Party , for which he ran for the German Bundestag in 1961 without success . After the failure of the GDP was evident, he took part in the revival of the Bremen DP under Friedrich Thielen in 1962 . With this he also participated in the founding of the NPD in 1964 , whose federal treasurer and Bremen state chairman he became in 1965. In contrast to Thielen, he stayed in the NPD after his retirement from the national presidency and did not participate in Thielen's renewed attempt to re-establish the DP in Bremen.

Brouwer belonged to the Bremen citizenship for 20 years from 1951 to 1971 . In 1962/63 he was deputy chairman of the DP parliamentary group and from 1963 to 1967 he was group spokesman for the DP group and, from 1964, for the NPD group, the four MPs were insufficient for parliamentary group status. From 1967 to 1971 he was in front of the NPD parliamentary group.
