Otto Blume

Otto Blume (born February 15, 1919 in Porz , † March 5, 1987 in Cologne ) was a German social scientist and trade unionist . From 1969 he held a chair for social policy at the University of Cologne and dealt with questions about the social situation of old workers and old people in general as well as consumer protection . For almost two decades, he was president of the Consumers' Association , the forerunner of consumer advice centers . He also appeared a few times as an arbitrator in labor disputes .

Live and act

Blume began as a journalist , but then did his doctorate on workers' companies in France and finally completed his habilitation in the late 1960s on a topic on elderly care . Since 1969 he has been a full professor at the Department of Social Policy at the University of Cologne.

In 1952 he founded his life's work, the Institute for Social Research and Social Policy in Cologne. The ISG was initially affiliated with the University of Cologne, but later as a registered association and from the 1980s next to a GmbH organized private sector. In honor of the founder and long-term chairman, the sponsoring association was established after his death in the Otto Blume Institute for Social Research and Social Policy. V. renamed.

In addition, Blume held numerous honorary positions. What stands out is the almost twenty-year presidency of the Working Group of Consumer Associations (AgV), founded in 1953 , from which the Federal Association of Consumer Organizations in Berlin emerged on November 1, 2000 . In 1972 he became the spokesman for the newly established consumer advisory council at the Federal Ministry of Economics. In addition, Blume worked on the Board of Trustees for German Old Age Aid , in the German Center for Age Issues and in the Institute for Housing for the Elderly in Cologne. He was also a member of the Federal Seniors' Advisory Board in Bonn, the Advisory Board in the Ministry of Labor and Social Affairs in North Rhine-Westphalia in Düsseldorf and the Advisory Board of the Wilhelm Woort Foundation in Essen.

Blume's students included Gerhard Bäcker (University of Duisburg-Essen), Gerhard Naegele (Technical University of Dortmund), Klaus Hofemann (Cologne University of Applied Sciences) and Reinhard Bispinck ( WSI in the Hans-Böckler Foundation). The textbook Social Policy and Social Situation in Germany , written by these scientists, is based on the concept of life situation that was largely developed by Gerhard Weisser and Otto Blume.
