In 1904, on his initiative, the construction of the first Magdeburg cooperative settlement began in Westerhüser Strasse . This street, which was renamed Otto-Richter-Straße in his honor in 1927, is considered the forerunner of reform housing construction. In 1920/1921 the street was designed by Carl Krayl in an unusually colorful way as a rebellion against the previous housing construction. At that time, Magdeburg was considered the city of the new will to build under city planning officer Bruno Taut . During the renovation in 1998/1999, this original color scheme was resumed in a section.

Another three settlement projects of the cooperative were realized under the direction of Richter.

In 1914 Richter took over the chairmanship of the Neustädter Konsumverein from 1864.

Since 1919 Richter belonged to the city council of Magdeburg for the SPD, since 1923 as an unpaid member of the magistrate . Here he was mainly concerned with construction matters. He supported the building policy of the mayor Hermann Beims , which was oriented towards social building .

From 1922 on he was managing director of the Bauhüttenbetriebsverband Sachsen-Anhalt GmbH. From 1924 he took over the management of Bauhütte Magdeburg GmbH.
