The election to the 9th Georgian Parliament consists of the party list election and the first round of direct mandates in the constituencies, which took place on October 31, 2020.

A second round of elections (runoff election) required for 16 direct mandates in the constituencies is scheduled for November 21, 2020.

Changes to the electoral law and starting position

In the 2016 election , the Georgian Dream coalition was able to hold an absolute majority. Due to a change in the electoral system ( trench voting system ), this majority was even expanded to a three-quarters majority, although the coalition had lost six percent of the votes from 2012 in the first round of elections. Shortly after the 2016 election, the government announced another reform of the electoral law.

However, an implementation that was also forced by the opposition (change towards proportional representation ) failed in parliament at the end of 2019 because the three-quarters majority required for the amendment law was not achieved. As a result, there were street protests by opposition supporters.

In July 2020, a few months before the planned election date, a form of electoral law was finally decided, also under pressure from the United States and the European Union . 120 of the 150 MPs are now elected via proportional representation lists, only 30 instead of the previous 73 via the constituencies in majority voting. New constituencies were formed for these 30 mandates. A party that receives less than 40 percent of the vote depends on a coalition partner. The threshold clause is now only one percent instead of five.

A trench voting system still exists in Georgia. However, this has been significantly restricted. On the one hand, this was achieved by significantly reducing the number of constituencies. On the other hand, the now introduced 1% instead of the previous 5% hurdle in the list election will now cancel significantly fewer of the valid votes. In addition, an absolute majority is still required in the constituencies in order to win the parliamentary seat of the constituency. In contrast to the relative majority vote, this enables alliances for the previously relatively weaker candidate in the second ballot .
