The 1995 parliamentary elections in Russia for the State Duma in Russia took place on December 17, 1995, for the second time since the dissolution of the Soviet Union .

The turnout was just under 65%. The peculiarity of this election was the high number of parties and election blocks that took part. It was 43 and thus far more than in the previous elections in 1993 (13) and the successor elections in 1999 (26). A total of MPs from 23 parties and blocs moved into the Duma.

A total of 993 foreign election observers from 61 countries were present at the election , including 434 representatives from OSCE states, who followed the course of the voting in 45 federal subjects of Russia.
