Parliamentary elections in South Ossetia 2009
The 2009 parliamentary elections in South Ossetia took place on May 31, 2009.
It was the first parliamentary elections after the recognition of the independence of South Ossetia by Russia (and Nicaragua ). 88 polling stations were opened for this purpose. After the election, the South Ossetian parliament will consist of 34 members. A 7% hurdle had to be overcome to achieve mandates .
Criticism in advance
Observers have long accused President Eduard Kokoity and his government of disregarding democratic standards and suppressing opposition members. It was feared that after the election the constitution could be changed to allow Kokoity a third term as head of South Ossetia. Many critics of the regime went outside the country, especially to Russia, but also to Georgia. Kokoity's Unity Party was modeled on the Russian Kremlin Party, United Russia . The government ensured that critical candidates did not participate in the election. For example, the People's Party was ousted by a trick. A regime-loyal split from the party also submitted an election list under the name "People's Party". The Ministry of Justice had to decide which list would be legitimate and decided against the list of candidates critical of the regime. The chairwoman of the electoral commission Bella Pliyeva said that the Ministry of Justice had approved the list of the People's Party headed by Kazimir Pliyev. Another allegation was that the electoral lists contained far more voters than really existed. The poor political and economic situation in South Ossetia and the destruction caused by the Caucasus conflict in 2008 caused many South Ossetian residents to leave their homes, and Georgian residents fled or were expelled. The population, which had already been reduced by the conflicts of the last decades, fell again significantly. Critics of Kokoity feared that his regime could use the votes of the emigrated population to falsify elections.
