Pascal Heinz Gemperli

Pascal Heinz Gemperli (born January 3, 1978 in Schaffhausen ) is a Muslim association official known throughout Switzerland and is considered a communications professional. Many journalists turn to him because of his representativeness, he gives the media access to the silent majority of Muslims in Switzerland. He is a politician from the Green Party, mediator and head of ae-Center, a development NGO specializing in North Africa.

Life and beliefs

Pascal Gemperli was born in Schaffhausen in 1978 and grew up in the canton of Thurgau. In his childhood he was an acolyte. In 1999 he came into contact with Islam for the first time through a friend who had just immigrated from Egypt and asked him to be taken to a mosque. After his first year of study at the ZHAW in Winterthur, he moved to Lausanne in 2000, where he finished his studies and met his future wife, who comes from Morocco. He then completed a master's degree in conflict and peace studies. In 2001 he went on a backpacking trip in the Middle East for several weeks. From 2005 to 2006 he lived and worked in Casablanca, Morocco for 18 months, after which he worked for the United Nations in Vienna for 6 months. From 2007 he worked for several years at the Geneva Center for the Democratic Control of Armed Forces in the area of ​​governance and security sector reform for the Middle East and North Africa. Having grown up Catholic, he became an agnostic, took an interest in Buddhism, attended an evangelical church, and converted to Islam in 2005. He lives with his wife and four daughters in Morges (VD). He describes himself as a member of the Judeo-Christian-Islamic culture and advocates the strict ban on images in Islam because God is something "that we simply cannot imagine." He "does not eat pork and does not drink alcohol, he does Ramadan and goes to Friday prayers every week if it is professional. But he is not strictly religious", he is "in a healthy average according to the Federal Statistical Office". He believes in predestination. Religious practice must be an independent and conscious decision for him, everyone bears the responsibility for it alone, for him this is a principle established in Islam itself. Environmental protection as well as consumerism and capitalism criticism are a Koranic imperative for him.

Muslim association official

The press calls him "one of our own", a model convert, and says that he would have had to be invented if he didn't exist. Through his commitment to the Union Vaudoise des Associations Musulmanes (UVAM, board member from 2009, President from 2012 to 2018 and today as Secretary General) and as press spokesman for the Federation of Islamic Umbrella Organizations in Switzerland , he became a point of contact for the Swiss media and authorities. He had succeeded in turning his structure (the UVAM) into a reference organization in Switzerland.
Gemperli is a member of the advisory board of the Swiss Center for Islam and Society at the University of Friborg. His commitment to the Islamic community goes back to the Swiss minaret dispute, as for him Islam and Switzerland were always compatible. He would never have expected to get involved in a religious organization, but the campaign against the minarets would have triggered a "small identity crisis" for him.

Above all, he is involved in the prevention of radicalism, against hostility towards Muslims and stigmatization, as well as for the state recognition of Islamic religious communities, the establishment of a Swiss Islam and for a stronger role for women in Islam.

He sees Islamist radicalization as a multifactorial problem, whereby one cannot say that Islam has nothing to do with it if the relevant actors themselves refer to it. He points out that, for example, converts are more likely to succumb to radicalization due to their lower knowledge of Islam. The link between violence and religion, or ideology, always runs through the person concerned and their living conditions. There are repulsive and attractive factors that for some people amount to joining organizations such as DAECH ( Islamic State (Organization) ). These promise recognition and dignity, "come as you are" are their message. Swiss Muslims are twice victims of Islamist terror, once as citizens and a second time as Muslims, who have to constantly justify themselves. Jihad travelers "hijack our religion," says Gemperli. He sees the fight against radicalization as a civil society commitment in the public interest, which is why he works with authorities, carries out awareness-raising and further training. He describes one of the greatest challenges as the problem that a potential wrongdoer who, for example, has a harsh interpretation of Islam, does not commit a criminal offense until the moment of a possible Islamist-motivated act; should you report someone like that? he asks. Gemperli suggests working in a network with teachers, social workers, imams, etc. The close cooperation between authorities and mosques and the trust that comes from it are the best remedy for excesses. He also regrets a certain Eurocentrism in the debate when Muslims are asked to rebel against an attack in Paris, but not when attacks occur in Ankara or Beirut. With Ahmad Mansour (author) he discusses the causes of radicalization and the role of mosques in prevention in detail. Gemperli contributed to further training courses on the prevention of radicalization for the University of Friborg. In 2020 he will lead an extremism prevention project financed by fedpol in the canton of Vaud.

He regularly warns of hostility towards Muslims and stigmatization. There is no connection between terrorism in Paris and Islam, we say no to violence, no to terrorism and yes to peace, yes to living together, he says. The cases of discrimination have more than doubled since 2013, and in 2016 and 2017 a vast majority of distanced articles appeared in the media, the empathic ones tend towards zero. Islam in its diversity is increasingly reduced to problematic elements such as terror and radicalization. He criticizes the fact that the Muslims are usually quantified as a block, while the Christians, for example, are differentiated into different churches; this distorts the picture. He describes some debates, such as the handshake affair, as hysteria. There would be an unbalanced view of facts if one considers, for example, that there is no Islamic private school in Switzerland and thus the behavior of Muslim children per se always takes place in public. But if you know that there are no handshakes or mixed swimming lessons in religious private schools in other communities, then things would look different again. "A certain amount of skepticism about Islam is part of the zeitgeist today," says Gemperli, giving the impression that Muslims cannot really be Swiss. "We must succeed in getting the presumption of innocence back into society - and not the presumption of guilt." There were more and more exceptional laws against Muslims, they would feel more and more excluded. The Muslims are also lightning rods in a broader social discussion of secularism. He calls for unity against extremists of all stripes, these are just two sides of the same coin. According to Gemperli, a certain skepticism about Islam is part of the zeitgeist today, he warns against a "soft, subtle, and therefore dangerous" discourse of exclusion against Muslims. Gemperli describes the jihad as a noble concept that encourages believers to improve themselves, overcome negative passions and improve society as a whole. It is problematic if the media adopt the terrorists' jihad concept instead of that of the Swiss Muslims.

With regard to the state recognition of Islamic communities, he believes that the pursuit of a state seal of approval would allow Muslims to demonstrate their democracy, their transparency and thus their civic commitment to society, so this makes sense for society as a whole. "More recognition also means more democracy and more equality," says Gemperli. "Islam is« helvetizing »itself," he says. His association in Vaud submitted the application for state recognition to the cantonal authorities in 2017. Recognition is essential to better organize the Islamic community and to be a trustworthy and professional partner for the authorities and other religious communities. It is therefore important that those associations that strive for recognition have an influence on their members and that they can issue directives which are adhered to by the members. In addition, the recognition has an important symbolic character, the clubs certified in this way are officially "Vaud-compatible". For him, Islam is a Swiss religion, he says: "We need to recognize that we belong to the Swiss community of destiny with a common future, as well as the social recognition of the Islamic community as a constitutive element of the nation. Islam is a Swiss religion. It is a social one Reality." "I can pray against Mecca and get involved in my Swiss community, I can love the prophet Mohamed and be proud of Major Davel (Vaudois freedom fighter)," he says, referring to a cantonal "Vaudois Islam" as it is localized. Switzerland is the land of minorities and all minorities belong to Switzerland with everything that defines them. He is fully committed to his dual culture: Swiss and Islamic, he is 100% Vaudois and Swiss and 100% Muslim. He also regrets that his, the Islamic, community is living in financial precariousness, while the Muslims contribute around 25 million Swiss francs annually to other state-recognized churches. He discussed the issue of state recognition of Islamic communities and "Helvetic Islam" in detail in the program "Faut pas croire" with the then National Councilor Jacques Neirynck and with Saïda Keller-Messahli .

Gemperli advocates equal rights and a stronger role for women in Islam. In terms of the culture of discussion, he considers the opening of inclusive mosques to be positive and speaks out in favor of marriage of same-sex couples as well as open treatment of them in the mosques. He welcomes the fact that women in the Islamic community in Switzerland are increasingly making themselves heard and are being elected to appropriate bodies. Regarding his successor as President of UVAM, he prefers a woman with the same competence and notes that half of his board consists of women. The common goal should be to free women from any coercion.

With regard to the opening and operation of mosques, he says: "The point is to view mosques as social actors in a district or a city". He speaks against moving mosques to industrial areas, because one of the main challenges is to "normalize" the presence of Muslims in Switzerland, but relocating mosques to industrial zones creates exactly the opposite impression.

He says that he is not a proponent of the burqa, but says that he primarily senses Islamophobia in the initiative. He believes that this vote is just another step in the initiators' discriminatory and marginalization tactics against Muslims. This tendency is dangerous. Associate the Muslim community with something (the burqa) that the vast majority of them reject. He believes that in Switzerland at most a few dozen women wear a burqa, that there are no reliable figures on them, and that constitutional articles are therefore useless. In the background, it is mainly about the place of religious symbols in public space and above all about the presence of Islam in Switzerland. He compares the Burka problem with pink elephants, this only exists because someone is talking about it at all.

From 2012 to 2015 he helped negotiate the opening of an Islamic burial ground in Lausanne, advocating a cantonal rather than a communal solution from the start. He replies to the critics that the coffins are aligned underground towards Mecca and that nothing changes in the visible appearance of the cemetery, in addition it is a concession paid for by the Muslims themselves and the whole thing is therefore much less important than some think. He thanks the authorities for the involvement of the Muslim associations. The first generations of immigrants often have their remains returned to their homeland, but this is no longer the case with the younger generations, says Gemperli. The opening of the grave field was attacked with a petition, which was rejected by the authorities. On October 14, 2017, the Islamic graves were desecrated, Gemperli declares himself shocked and concerned: "We do not understand how someone can attack the peace of the dead."

Profession and engagement in peace and development cooperation

Pascal Gemperli is a recognized mediator by the Swiss umbrella association for mediation and by the Swiss Chamber of Business Mediation, and is a sworn mediator by the cantonal courts in Vaud, Geneva and Friborg. He performs his mandates through Gemperli Consulting GmbH.

He heads the Institute for Conflict Transformation and Peacebuilding, which he co-founded in 2007 and renamed ae-Center in 2016. The organization is recognized by the United Nations ECOSOC as a specialized NGO and leads mediation training recognized by the Swiss Chamber for Business Mediation. It carries out mediation and dialogue processes as well as projects for the prevention of extremism in North Africa.

Political commitment

Pascal Gemperli has been a member of the municipal council of Morges (Vaud) for the Swiss Green Party since 2009 , which he presides over in 2018/2019. He describes his political positioning as center-left. Colleagues describe him as discreet and stubborn ("discret et tenace"), he is a man of dialogue.

Pascal Gemperli is a member of the international editorial team of a multi-part guide to legislation in the security sector.

Nominations and speeches

In December 2015 he opened the vernissage for the radio series "Orient-Occident" together with Sabine Simkhovitch-Dreyfus, Vice-President of the Swiss Israelite Association, at the invitation of the West Swiss Radio and Television (RTS).

In April 2016, he took part in the anniversary procession of the Swiss Council of Religions as a personality and religious representative.

As President of the Municipal Council, he gave the official festive speech in Morges on August 1, 2018.

On November 3, 2018, he was invited to give a speech on the occasion of the "Friendliness and Humanity" award ceremony in Delémont.

Pascal Gemperli was nominated for the Champignac d'or in 2018. The prize is awarded every year to a French-speaking personality for rhetorical jewelery.
