Paulo Roberto Nunes Guedes (born August 24, 1949 in Rio de Janeiro ) is a Brazilian economist and co-founder of the investment bank BTG Pactual and the Think Thank Instituto Millenium . He is currently the Minister of Economic Affairs of Brazil in the Bolsonaro cabinet .

Life

Guedes was born in Rio de Janeiro and studied at the Universidade Federal de Minas Gerais . He later received a Masters in Economics from the Fundação Getulio Vargas (FGV). In 1974 Guedes moved to the United States with his wife to attend the University of Chicago . Initially a supporter of Keynesianism , he became a supporter of economic liberalism or neoliberalism under the influence of his teacher Milton Friedman . His academic priorities included macroeconomics , international trade, and econometrics . Guedes received his Ph.D. in 1978.

In 1983 Guedes was one of the co-founders of the investment bank Banco Pactual, now BTG Pactual and part of UBS . In the 1980s he taught economics at various academic and private institutions, including the Universidad de Chile during the military dictatorship of Augusto Pinochet . From 1983 to 1999 Guedes was general director of Ibmec , a private business school. Guedes was also a columnist for O Globo , Folha de São Paulo and Exame and employee of the investment fund Bozano Investimentos .

He is married to Maria Cristina Bolívar Guedes and has one daughter.

Political career

Guedes has never been a member of any political party, but was responsible for the economic program of the 1989 presidential campaign of the liberal candidate Guilherme Afif Domingos . In 2018 Guedes became the economic adviser for the election campaign of Jair Bolsonaro in the presidential elections in 2018 appointed. Guedes thus became the likely choice for economics minister in a future cabinet. As the economic spokesman for Bolsonaro, Guedes has spoken out in favor of privatizing several state-owned companies, reforming the pension system and simplifying taxation.

Guedes was confirmed as head of the Ministry of Economic Affairs after Bolsonaro was elected president. The Ministry of Guedes includes finance, planning, budgeting, industry and trade. The appointment of Guedes was well received in the capital markets. He took office on January 1, 2019. In October 2019, the Brazilian Senate passed a reform of the pension system to curb the sharp rise in public debt , which was interpreted as a significant achievement for its economic policy agenda.

Controversy

On October 2, 2018, the Federal Attorney General (Ministério Público Federal, MPF) decided to investigate Guedes for fraud related to the management of the investment funds he manages. Since 2009, these funds have received contributions of 1 billion Brazilian reals from pension funds of the Brazilian government. Guedes denied wrongdoing, saying the investigation was politically motivated. In December 2018, the Federal Police accepted the MPF's application to initiate an investigation into Guedes' practices with regard to pension funds.
