Pawel Nikolajewitsch Grudinin ( Russian Павел Николаевич Грудинин ; born October 20, 1960 in Moscow , Soviet Union ) is a Russian agricultural entrepreneur and politician . He ran for the Communist Party of the Russian Federation as a non-party candidate for the 2018 presidential election .

Life

Training and promotion to director and main owner of a farm

Grudinin was born in Moscow in 1960. His family moved a year later in the Leninsky rayon of Moscow Oblast . He graduated from school in 1977 and graduated in 1982 from the Faculty of Industrial Engineering of the "Moscow Institute for Engineers of Agricultural Production" as a mechanical engineer. From 1982 to 1989 he worked as the workshop manager of the state sovkhoz "VI Lenin" in the Leninsky rajon and from 1990 to 1995 he was the deputy commercial director of this company. In 1995 he was elected director of the company by the shareholders of the closed joint-stock company "Lenin Sovkhoz". Grudinin's company is referred to in the public perception as the “island of socialism in the harsh capitalist jungle”. The company is very socially oriented. The employees are provided with free apartments, the infrastructure is developed, schools and kindergartens are built. School meals and health care as well as numerous municipal services are free. The pay is above average. The company has a turnover of around 40 million francs , but combined with modernization of machines, two thirds of the workforce have been cut in 15 years. In 2018, Grudinin owned almost 43 percent of the shares, making him the largest shareholder in the sovkhoz.

In 2001 Grudinin graduated from the Russian Academy of State Service under the President of the Russian Federation as a legal scholar . He has been a member of the Expert Council of the Government of the Russian Federation since August 2012 and a member of the executive board of the National Council of Milk Producers since February 2015. Since 2011 he has been the Deputy Chairman of the Chamber of Commerce and Industry of the Russian Federation . He has been a member of the Public Council of the Ministry of Agriculture of the Russian Federation since 2016.

Political activities until 2017

Grudinin was a Duma deputy for Moscow Oblast from 1997 to 2001. He was a member of the Economic Policy Committee and Deputy Chairman of the Budget Committee. In 2000 he was the confidante of the candidate Putin for the presidential election . Until 2010, Grudinin was a member of the United Russia party . From 2002 to 2007 he was re-elected as a direct candidate and from 2007 to 2011 as a candidate for the party “United Russia” as Duma member of Moscow Oblast. He worked for the party faction and took on the role of deputy chairman of the committee for economic and innovation policy. In 2010 he ran for the post of district chief of the Leninsky rajon. The electoral committee denied him registration because of irregularities in the candidate's signature lists. In 2011 he was nominated by the Communist Party for the Duma election in Moscow Oblast. In November 2011, the Moscow Oblast Supreme Court canceled its registration. In an interview with Russian Reporter magazine published on November 3, 2011, the court recognized signs of extremism. Grudinin denied the allegations and said the interview had been distorted. On the basis of the court ruling, Grudinin was temporarily banned from standing and he was denied registration for the 2013 election of the Rajonsovet. In February 2014, the Supreme Court of the Russian Federation approved Grudinin's appeal and asked the Moscow Oblast Supreme Court to reopen the case.

On September 18, 2016, he ran for election to the State Duma of the Russian Federation for the Communist Party. He could not prevail either in this election or in the later election to the Duma of Moscow Oblast. On September 10, 2017, he ran for the Council of Deputies of the City of Vidnoye and was elected with 71.13% of the vote. On September 29, 2017 he was elected chairman of the Vidnoye Council of Deputies.

Presidential candidacy for the 2018 election

Grudinin took the place of KPRF chairman Gennady Zyuganov on December 23, 2017 at the XVII. Communist Party Congress nominated for presidential election on March 18, 2018. He is a supporter of the Communist Party, but not a party member. Grudinin's election goals include a. the nationalization of the Russian railways and the Rosneft oil company . The oligarchs are said to be forced to return their money to Russia from offshore zones. According to its own statements, it is oriented towards Germany's social market economy .

According to the law, before registering, presidential candidates must prove to the Central Election Commission that they do not have any foreign accounts or foreign financial instruments . Grudinin informed the Central Electoral Commission on January 8, 2018 that he had foreign accounts and securities worth around 7.5 billion rubles . This information was missing in the nomination documents submitted on December 28, 2017. Grudinin stated that he had foreign accounts in Austria for hospital stays and referred to problems in the Russian health system. On January 12, 2018, the Central Electoral Commission registered him as a candidate after Grudinin declared that he had closed all foreign accounts.

According to a survey from mid-January 2018, it achieved an approval rate of around eight percent nationwide. Grudinin also made significant use of YouTube videos for his election campaign, in which he criticized the Russian government policy as anti-social and economically outdated. He was seen by Western media in part as a candidate for a system opposition that binds the votes of dissatisfied citizens, but will essentially submit to the ruling party. However, the Stern (magazine) revised this judgment and certified that Grudinin had become a serious opponent, who was also attacked accordingly by the Kremlin. The candidacy of Grudinin was also controversially discussed within the Russian left against the background of a possible close proximity to the Kremlin and a lack of closeness to the people, with charisma and personal successes in the field of social policy being attested to as counter-arguments. In the 2018 presidential election, he received 11.77% of the vote.

Private

Grudinin is married and has two sons. His maternal grandfather was Jewish.
