Personal representatives of the co-princes of Andorra
The Bishop of Urgell and the President of the French Republic appoint one personal representative each ( Catalan representant personal , French représentant Personnel ) in their function as co- princes and thus heads of state of the Principality of Andorra . The appointment, duties and powers of the representatives are regulated in Articles 45, 48 and in the third transitional provision of the constitution of Andorra .
Duties and powers
The personal representatives act as representatives of the heads of state and have the following constitutional tasks:
- Informing the Síndic General , i.e. the President of Parliament , as well as the Cap de Govern , i.e. the Andorra Prime Minister, if a circumstance occurs that makes it impossible for the Co-Prince in whose service they are to perform his constitutional duties. In this case, only one co-prince has to sign procedures, regulations or decisions, but these have to be countersigned by the Síndic General or the Cap de Govern.
- After the constitution came into force and in the course of the resulting state reform in Andorra, the personal representatives were members of a working committee that pushed through the redistribution of powers from the co-princes to the newly established institutions.
Although the Constitution does not provide for additional duties, some additional duties and powers are normally delegated to the Personal Representatives to the extent possible under the Constitution. For example, the French President François Hollande issued a decree according to which his personal representative Sylvie Hubac is entitled to all the duties and powers of the French co- prince that do not necessarily have to be exercised by himself. Furthermore, Hubac took part in the negotiations of international treaties on the part of Andorra in accordance with Article 66 of the Andorran Constitution and Article 3 of the Decree.
