Sylvie Hubac
Sylvie Hubac (born March 7, 1956 in Tunis in what was then the French protectorate of Tunisia ) is a French political functionary. Between May 2012 and December 2014 she was Chief of Staff of the French President François Hollande and his personal representative in his function as Co-Prince of Andorra .
Career
On March 20, 1956, two weeks after Hubac was born, the French protectorate of Tunisia gained independence from France as Tunisia . Hubac grew up in Carthage , a suburb of Tunis, under the secularist government of Bourguiba . She attended high school in La Marsa .
In France, she obtained degrees from the Institut d'études politiques de Paris , the Institut national des langues et civilizations orientales , as well as the degree of licentiate in law . She graduated from the École nationale d'administration (ENA) in 1980 with François Hollande . She is one of the five "enarchs" (ENA graduates) that Hollande appointed to his staff.
State Councilor Sylvie Hubac held the following offices:
- 1980–1988: Auditor, then Maître des requêtes at the Conseil d'État
- 1988–1991: Technical advisor in the cabinet of Michel Rocard (1988–1991)
- 1992–1993: Deputy director in the cabinet of the Minister of Education and Cultural Affairs Jack Lang (1992–1993)
- 1993–1996: First councilor at the French embassy in Spain
- 1996–1998: Government Commissioner (public rapporteur) at the legal section of the Conseil d'État
- 1998–2000: Director General of Services in the Île-de-France region
- 2000–2004: National Director of the Music, Dance, Theater and Drama Directorate in the Ministry of Culture
- 2004–2012: President of the fifth division of the legal section of the Conseil d'État
- 2004–2012: President of the Commission de classification des œuvres cinématographiques
- 2010–2012: President of the Conseil supérieur de la propriété littéraire et artistique
On May 21, 2012, Hollande signed a decree appointing her as his personal representative for Andorra, where Hollande is ex officio co-prince as President . The decree gave Hubac all of the powers of the French co-prince, which he does not necessarily have to exercise. Furthermore, the decree authorized Hubac on behalf of Hollande to participate in the negotiations of international treaties on the part of Andorra.
