The Bishop of Urgell and the French President in their capacity as the collective head of state of the Principality of Andorra are referred to as Co-Prince of Andorra , in Catalan Copríncep ( French Coprince ) . It is a special form of dual power .

  • the Urgeller bishop is the Copríncep episcopal del Principat d'Andorra (episcopal co-prince)
  • the French President is the Copríncep laic del Principat d'Andorra (secular co-prince)

The competencies of the co-princes include the highest authority in the confirmation of international treaties with the Kingdom of Spain and the Republic of France , internal security , national defense , territorial affairs , diplomatic representation and cooperation in the judiciary and criminal justice system .

The special construction of Andorra's political system goes back to the Pareatges - two arbitral awards from the years 1278 and 1288, with which the common rule of the French Count of Foix and the Spanish Bishop of Urgell was established. The rights of the Count of Foix passed by inheritance to the House of Navarre in 1479 and finally to the French crown with Henry IV's accession to the throne . Since then (with an interruption in the wake of the French Revolution ) the head of state of France has had the title and privileges of co-prince of Andorra.

In their (permanent) absence, they each appoint a representative, the representative personal (personal representative of the co-prince) , who today usually takes on all tasks that do not necessarily require the person of the co-prince himself. On August 25, 1973, the Spanish Bishop of Urgell Joan Martí Alanís and the French President Georges Pompidou met in Cahors, France . Since 1278 this was the first meeting of the co-princes of Andorra.
