In Switzerland, the red phase is the blocking of passage through the Gotthard and / or San Bernardino tunnels for international heavy goods traffic . This can be the case when the tunnel sections are overloaded, during construction work in the tunnel with a total closure, as well as in the event of extraordinary events such as avalanches on the tunnel entrances or accidents . Since truck traffic cannot be guided over the pass roads of the corresponding Alpine passes even in summer , this means compulsory breaks for road freight traffic .

The red phase is declared by the relevant cantonal police. The vehicles are then held in waiting rooms that have been set up along the national roads in front of the tunnel portals. The vehicle drivers can be stuck there for days.

If the parking spaces in Switzerland are full, transit goods traffic can be stopped at the borders. These trucks can only enter Switzerland if they choose to cross the Alps via Europastrasse 27 through the canton of Valais instead of the A2 (Gotthard route) or A13 (San Bernardino route) .

Suburban traffic

A phase red mainly affects transit traffic . In order to facilitate the movement of goods to and from the areas of the cantons of Ticino and Graubünden south of the Alpine passes with the northern part of Switzerland, "S-Verkehr" was set up in 2002. The two cantons can grant companies a permit for economically important inland transport, with which Swiss trucks can preferentially drive through the two Alpine tunnels. The corresponding vehicles are marked with a sign with a yellow "S" on a red background. The transports must start or end in one of the cantons along the A2, A4 or A13.

Dosing system

In order to keep the traffic on the tunnel section flowing, the Gotthard road tunnel has been using a metering system to limit the number of hourly passes since 2002. A drop counter system is used for all trucks, both in inland and transit traffic, with which only 60 to 100 trucks are allowed entry per direction and hour, depending on the number of cars. "S" traffic is given preferential treatment.

Effects

For foreign carriers who are bound by deadlines, the regulations on dosage and phase red have made the Gotthard and San Bernardino axes an incalculable risk, so that often more expensive and longer routes such as the Brenner Pass or the Mont Blanc tunnel the preference is given. As a bypass option within Switzerland, the route via the A9 into Valais and from there through the Grosser St. Bernhard tunnel to Italy is suggested. Other alternatives for freight transport through Switzerland are the use of unaccompanied combined transport (UCT) or the rolling road .
