Phil Mills (born August 30, 1963 in Trefeglwys , Wales ) is a former British rally co-driver. From 1999 to 2010 he was Petter Solberg's co-driver and competed with him in 152 rallies. In 2003 they both won the World Rally Championship (WRC).

Mills has a place of honor in the Welsh Sports Hall of Fame as the first Welshman to win the Wales Rally. He contested his first rally in 1983. He had his first WRC outing in 1994. Mills became a co-driver for Solberg in 1999 and initially drove him for Ford. From 2000 to 2008, both were with Subaru . In 2009 and 2010 they competed in privately owned Citroëns .

On June 11, 2010, after the Rally Portugal , Mills announced his retirement from racing. He found it difficult to say goodbye to racing because he ended eleven years of collaboration with Petter Solberg when he retired.

In the 2018 season , Mills took part in the Corsica Rally as the co-driver of his compatriot Elfyn Evans and represented his co-driver Daniel Barritt at this world championship run. Evans and Mills crossed the finish line in fifth place.

In the rally simulation Dirt Rally 2.0 , he gave the passenger his voice.

He lives in Powys with his wife Helen and children .
