Philip D. Zelikow (born September 21, 1954 ) is an American diplomat and author.

Life

Zelikow earned a Bachelor of Arts in History and Politics from the University of Redlands , a Juris Doctor from the University of Houston Law Center , and a Masters of Arts and Doctor of Philosophy in International Law and Diplomacy from Tufts University . He was Executive Director of the approximately 80-strong staff that prepared the 9/11 Commission Report , as well as Director of the Miller Center of Public Affairs at the University of Virginia and, as Counselor of the United States Department of State, one of the most senior officials in the US Foreign Ministry . In this capacity, he succeeded Wendy Sherman in February 2005 ; in January 2007 he was in turn replaced by Eliot A. Cohen . He is White Burkett Miller Professor of History at the University of Virginia and was an Axel Springer Fellow at the American Academy in Berlin in 2009 . There he worked on his book US Foreign Policy: An Interpretive History . In the Libyan civil war , Zelikow campaigned for a no-drive zone before the international no-fly zone was established . This is necessary to protect the territories conquered by the insurgents. He considers Donald Trump to be a "national socialist". Zelikow is a member of the Global Development Program Advisory Panel , Gates Foundation .
