Philipp Balthasar Frank (born March 26, 1803 in Löffelstelzen ; † June 9, 1866 in Ödheim ) was a Catholic priest and member of the constitution- revising state assembly in Württemberg from 1849.

Frank studied Catholic theology at the University of Tübingen , received a first catechetical award in 1830 and a public commendation for a price sermon in 1831. He was ordained a priest on September 14, 1831 and was then vicar in Ehingen a. D. His next professional positions changed frequently: on February 18, 1832 he was repetent at the Rottweiler Konvikt, in the same year on September 11, 1832 parish administrator , in 1837 finally chaplain at St. Stephen's Church in Rottweil. In 1838 he took over his first parish in Felldorf, had been in Schelklingen since September 25, 1844 and was transferred to Ödheim on September 2, 1851, where he stayed until his death.

During his time in Schelklingen, he ran for the constitution-revising Württemberg state assembly in Stuttgart in 1849 , but only got a chance in the by-election because August Becher , who was actually elected, had fled to Switzerland. In the election of 1850 Frank was defeated twice against the candidate Karl Nüßle from Blaubeuren.
