Philipp Heinrich Konstantin Hoffmann (born January 13, 1723 in Herborn , † December 15, 1784 in Elberfeld ) was the mayor of Elberfeld.

Hoffmann was born the son of the Herborn businessman Johann Ludwig Hoffmann (1699–1724) and his wife Maria Elisabeth Bödicker. He himself came to Elberfeld as a shopkeeper and married Helena from the Dörnen (1716–1789) there on January 23, 1745, with whom he had seven children. Three years later, on December 10, 1748, he acquired citizenship in Elberfeld.

Hoffmann was a commoner in 1761 and 1764. He was proposed mayor in 1764, 1766 and 1768 without being elected. From 1768 to 1769 he was a councilor and in 1771 he was finally elected mayor. After a year in office, he became a city judge in 1772. He was then proposed one last time as mayor in 1781 without being elected.
