Pierre-Yves Le Borgn ' (born November 4, 1964 in Quimper , France ) is an international lawyer and French politician. He is a member of the Socialist Party PS Parti socialiste and the Social Democratic Party of Europe PES. From June 2012 ( parliamentary elections in France 2012 ) to June 2017 ( parliamentary elections in France 2017 ), he was a member of the French National Assembly as a member of the Seventh constituency of the French abroad .

Life

Origin, family and studies

Pierre-Yves Le Borgn 'comes from a family of teachers in Brittany . After graduating from high school with a focus on philosophy and literature, he studied law in Nantes and then political science at the Paris Institute for Political Studies ( Institut d'études politiques de Paris ). He also obtained a Master of Laws (LLM) in European law from the Collège d'Europe in Bruges.

He speaks five languages ​​(French, Spanish, English, German, Portuguese). He is married to Dolores Dominguez Perez, a European Commission official, and has three children.

Professional background

After completing his studies in 1990, his professional career took him to the USA, Luxembourg, Belgium, Germany and Asia. He first worked for an American subsidiary of Go Sport in Los Angeles for two years. Back in Europe, Pierre-Yves Le Borgn 'did an internship in the Scientific Service of the Court of Justice of the European Union . He then worked for several multinational companies in the field of legal and corporate affairs ; In 2011 he was Vice President of the US company First Solar .

In his role as First Solar Manager from 2003 to 2006 he was Chairman of the Commission for Environmental Law in the CEFIC (Association of the European Chemical Industry).

Political commitment

Inspired by Pierre Mendès France , Michel Rocard and Stéphane Hessel , Pierre-Yves Le Borgn 'already sympathized with the French left in his youth. In the course of François Mitterrand's re-election as French President , he joined the PS in 1988. Since moving to the USA in 1990, he has been a member of the Association of the PS of the French Abroad. In 1994 he became a member of the party bureau; from 2003 to 2012 he was First Secretary.

In addition to its socialist orientation, Europe and international politics are at the center of his interest. In 1994 he took part in the European elections as a candidate for the PS (72nd place). In 2000 he was elected representative of the constituency of Belgium (Conseil Supérieur des Français à l'étranger, today: Assemblée des Français à l'étranger) in the Supreme Council of the French Abroad. After his re-election in 2006, he had to resign early in December 2009 because he moved to Germany and France for work.

Another focus of his political activity is ecology; he called it a personal passion. It developed through his work in the green economy and in the solar industry .

Le Borgn 'was elected the French MPs abroad on June 17, 2012 with 56.9%. Although he ran as a candidate for the Socialist Party, he was supported by the Greens (Europe Écologie Les Verts) in the first ballot. Its constituency includes Germany and 15 other countries in Central Europe and the Balkans. His constituency office is in Cologne.

Important goals of his election program in 2012 included a more direct consular activity, improved access to health care abroad and the strengthening of bilingualism.

In parliament he specialized in international issues, especially energy policy , global warming , taxation, family law and human rights. After a year on the Law Committee, he became a member of the Committee on Foreign Affairs in 2013. He was chairman of the Franco-German friendship group and a member of all friendship groups in the countries belonging to his constituency, as well as friendship groups with Portugal, Iceland and the USA. He was also chairman of the study group “Arctic, Antarctic and French Southern and Antarctic Lands” and of the study group “Frontier Areas and Frontier Workers”.

Parliamentary work

Le Borgn 'wrote six parliamentary reports. Topics were the Franco-German property law, the ratification of the amendment to the Kyoto Protocol , privileges and exemptions of the COP 21, neighborhood law of the European Union, the ratification of the Council of Europe Convention on Terrorist Financing and the ratification of the additional protocol on double taxation. He has also issued two opinions on the budget of the Ministry of the Environment, Sustainable Development and Energy.

Le Borgn 'has been a member of the Parliamentary Assembly of the Council of Europe since 2014. He is the general rapporteur on the implementation of the judgments of the European Court of Human Rights and a member of the commission for the selection of judges. Since 2016 he has also been chairman of the sub-commission on culture, diversity and cultural heritage of the Parliamentary Assembly of the Council of Europe.
